West Valley School District No. 208 is requesting proposals for the General Contractor/Construction Manager (GC/CM) for the above projects using the procedure permitted under Chapter 39.10 of the RCW, as amended, for selected school projects for public works contracting in lieu of sealed bids.  Please note, the project has not yet been approved by the PRC and selection will be pending approval at the June 27, 2019 PRC meeting.


The project consists of a replacement of the existing 31,720 sf Apple Valley Elementary (APV) and the

32,056 sf Summitview elementary (SVE) with new 60,000 sf prototype elementary schools on the existing sites. The project will include the two new school buildings, demolition of the existing facilities, associated parking facilities and drives, athletic facilities, utilities and potential street improvements. The project construction budget is approximately $19.5 to $20 million per school and will have a capacity of approximately 500 students.


We are anticipating, with input from the selected GC/CM, construction will begin in phases starting in the winter/spring of 2020 with a phased approach in working between the two unoccupied sites with both schools being completed prior to the start of the 2021-2022 school year


Design phase activities include involvement of General Contractor/Construction Manager to: (1) assist in development of schedules, cost estimates, value analysis, quality and phasing the work effort well before construction can start and provide added assurance that the project will be completed on time, and (2) be involved in the design stage of the project to provide services to address constructability, sub-bid contracting strategies, phasing, site constraints, and neighborhood concerns.

Proposals must be received at the District office at 8902 Zier Road, Yakima, WA 98908 no later than 3:00 p.m., Monday, July 1, 2019.  The RFP name and submittal date must appear on the outside of all proposals submitted.  Any firm failing to submit its proposal in accordance with the procedures set forth in the Request for Proposal may be considered non-responsive.

The conference will be held at the library of Apple Valley Elementary School, 7 North 88th Ave, Yakima, WA 98908.  The particulars of the project, the selection process, schedule, and the elements of the contract will be discussed.


The District will not accept proposals from firms that did not attend the mandatory pre-proposal conference.
